Whistleblower in "Slava Ukraine" NGO Fraud Case Sentenced to Prison

Alexander Chernov, who exposed embezzlement in the Estonian NGO "Slava Ukraine", was sent to prison after a Ukrainian appellate court replaced his suspended sentence with four years of actual imprisonment.

Alexander Chernov, the whistleblower who uncovered fraudulent schemes in the Estonian non-profit organization "Slava Ukraine", has been imprisoned following a decision by the Dnipro Appellate Court. On Tuesday, June 23, Chernov began serving a four-year prison term, according to his friend Ilmar Raag, an Estonian reserve officer, filmmaker, and politician. Raag expressed disappointment on social media, calling it a failure of witness protection policies in both Estonia and Ukraine.

Chernov was convicted of illegal possession of ammunition and explosives. In December last year, the Pavlohrad City Court gave him a four-year suspended sentence with a two-year probation period. Both the prosecution and the defense appealed. The prosecutor sought a five-year real prison term, while the defense demanded acquittal. On May 18, the Dnipro Appellate Court changed the sentence to four years of actual imprisonment.

The appellate court rejected defense arguments about fabricated evidence and procedural violations, deeming the search of Chernov's car lawful. The court ruled that the initial sentence was overly lenient for a serious crime against public safety, especially under martial law. "The grave consequences were avoided only thanks to timely intervention by law enforcement. The danger of illegal arms trafficking in wartime increases the public danger of the act," the court stated.

Chernov's information led to investigations into the leaders of "Slava Ukraine", Johanna-Maria Lehtmets and Gennadi Vaskiv, in both Estonia and Ukraine. Chernov was arrested three years ago in Pavlohrad, where he was visiting his sister. During a car search, authorities found an anti-tank rocket, four F-1 grenade bodies, two RGD-5 bodies, and fuses. He was released from custody after a day and spent three months under house arrest.

Chernov has maintained that the weapons were planted. He claims that the night before the search, his car alarm went off, and when he last closed the trunk, it contained only personal belongings. He was planning to travel to Estonia to testify about embezzlement of humanitarian aid. Three months before his arrest, Chernov had quit a foundation established by Vaskiv, alleging that he had discovered the theft of aid and reported it to Estonian authorities. He says Vaskiv retaliated by fabricating the criminal case.

Gennadi Vaskiv, a 45-year-old businessman and former deputy mayor of Lviv, is accused of embezzling approximately 18 million hryvnias (about 345,000 euros) from the Estonian NGO "Slava Ukraine" and another 772,000 hryvnias (about 15,000 euros) from the European Investment Bank. Vaskiv left Ukraine via the "Shlyakh" system in March 2024 and did not return. In November 2024, he was placed on national and international wanted lists. At the end of March 2026, he was detained in Austria under an Interpol warrant, and extradition proceedings are underway.
