She described the attack as bringing back "terrible" memories of March 2022, when Bucha became a symbol of atrocities committed against civilians by Russian forces in Ukraine.
According to Valtonen, four years have passed, yet Russia's conduct remains unchanged. She said Moscow continues to deliberately target civilians, breach international law, and pursue maximalist war aims through terror and violence.
Circumstances of the attack
Powerful explosions were reported in the Bucha district on the evening of 28 August. The strike set a warehouse facility on fire, forcing authorities to close traffic in both directions on the M-06 Kyiv-Chop highway between the 15th and 32nd kilometre markers.
Local officials said the death toll from the Russian strike and the subsequent detonation in Kyiv Oblast's Bucha district has climbed to 37, with a further 42 people injured.
