Under a memorandum initiated by Rīga Stradiņš University (RSU), multiple organizations have committed to promoting transparent, accountable, and sustainable sports governance in Latvia. The document mandates the adoption of good governance guidelines developed during an RSU research project.

The guidelines include clear decision-making processes, division of responsibilities, conflict of interest prevention, and stakeholder involvement. The memorandum also provides for organizing seminars and educational events, facilitating best practice exchange, developing self-assessment and monitoring mechanisms for sports organizations, and strengthening cooperation between public, municipal, non-governmental, and private sectors.

RSU research indicates that while sports organizations recognize the importance of good governance, challenges remain in monitoring, transparency, and resources. The memorandum was signed by the Ministry of Education and Science, the Latvian Sports Federation Council, the Latvian Association of Local Governments, the Latvian Fitness and Health Promotion Association, and RSU.
