Even neutral Switzerland grows uneasy, preparing for possible war
Citing the ongoing Russian war in Ukraine, Switzerland has adopted a new national security strategy with 10 goals and 46 measures aimed at making the country more resilient to military and hybrid threats.
Switzerland's government has adopted a new national security strategy intended to better prepare the country for a increasingly unstable international environment. The decision comes against the backdrop of Russia's prolonged war in Ukraine, which shows no clear sign of ending.
The strategy sets three main priorities: strengthening the resilience of the state, economy and society; improving the protection of civilians, institutions and critical infrastructure; and boosting national defense capabilities. The government notes that cyberattacks, influence operations and other hybrid threats are becoming more frequent worldwide, forcing Switzerland to adapt.
Specific goals and measures
The strategy lays out ten goals and 46 concrete measures, focusing on the threats the government considers most likely — hybrid attacks and organized crime within the country. On defense, the government states that Switzerland must be able to effectively resist an armed attack, which requires building appropriate capabilities in advance and deepening cooperation with partner countries.
Relations with Russia and Ukraine
Although Switzerland has traditionally upheld a policy of neutrality, it has joined the European Union's sanctions against Russia — a decision that has sparked debate domestically. In June 2024, Switzerland hosted the Global Peace Summit in Bürgenstock, bringing together representatives of more than 90 countries and international organizations to discuss principles for a future peace process regarding Ukraine. However, Bern's stance on peace initiatives has not always aligned with Kyiv's position — in autumn 2024, Ukraine's Foreign Ministry expressed disappointment over Switzerland's support for a peace initiative developed by China and Brazil.
Switzerland also continues to host Ukrainian war refugees. This year it extended temporary protection status for Ukrainians until March 2028, while also changing the conditions for those seeking to obtain that status anew.
