Tallinn to restore 2+2 traffic at Hipodroomi intersection before school year begins
Tallinn will add an extra lane at the Hipodroomi intersection by August 31, restoring two-way traffic in each direction. Construction on Paldiski maantee will continue for years.

Tallinn city authorities have announced that by August 31, an additional lane will be added at the Hipodroomi intersection, restoring two lanes of traffic in each direction instead of the current 2+1 arrangement.
Tallinn Deputy Mayor Joel Jesse said the change will help ease capacity constraints at the intersection, though construction in the surrounding area will continue and traffic arrangements will remain different from usual. He noted that traffic volumes across Tallinn typically rise with the start of the school year, so significant jams may still occur at the intersection during rush hour even after the extra lane is added, leading to longer travel times. Jesse urged drivers to plan their trips in advance and use alternative routes or public transport where possible.
Work to continue for years
At the same time, sidewalk construction will continue on Paldiski maantee between Merelahe tee and Endla tänav, with some lanes remaining closed. Jesse asked drivers to keep public transport lanes clear so buses can stay on schedule, helping commuters get to work and children get to school on time.
After September 1, work will shift to the outbound section of Paldiski maantee between Endla tänav and Mooni tänav, which is expected to reopen at the end of November. Work on the inbound section will begin early next year, with the full project set for completion by the end of August 2027.
Jesse said the new infrastructure will make the area more convenient and safer to navigate. Separated bike lanes, green islands and new lighting will be installed along Paldiski maantee, along with a new crossing for pedestrians and cyclists at the intersection. The existing tree-lined section of the street will be preserved, and drivers will be able to turn left from Hipodroomi tänav toward the city center.
