Tallinn Seeks Developer for €20 Million Olympic-Sized Pool Project
The City of Tallinn has launched an international procurement to find a developer for an Olympic-sized swimming pool, to be built near the Tondiraba Sports Hall. The city will contribute up to €20 million to the project.
The City of Tallinn has initiated an international public procurement process to select a private partner for the construction of an Olympic-sized swimming pool. The project is planned for Kuukivi Street, adjacent to the Tondiraba Sports Hall in the Lasnamäe district, with the city providing up to €20 million in support.
The pool will be the centerpiece of a multi-purpose sports complex, accessible to the public and capable of hosting major competitions. The developer must build a 50-meter, 10-lane pool, a 25-meter pool, and children's pools. A minimum of 300 parking spaces, both above and below ground, is required, along with entrance, changing room, and bicycle parking facilities.
The city sets clear quality and public access conditions, while allowing the private operator to design the remaining functions to ensure economic sustainability. Priority will be given to compulsory swimming lessons for municipal schools and youth sports events.
Tender deadline is October 1, with the contract to be signed by January 1, 2027. The winner must secure an occupancy permit within 34 months. The pool is scheduled to open to residents by the end of 2029. Procurement documents will be publicly available from next Monday.
The opposition Social Democratic Party has previously criticized the project, citing corruption risks.
