Five Bus Routes in Tallinn to Be Converted to Trolleybus Lines

The Tallinn Mobility Department has approved changes converting five bus routes into permanent trolleybus lines starting July and August 2026, as part of the city's strategy to develop eco-friendly public transport.

The Tallinn City Mobility Department has officially approved significant changes to the public transport network, converting five bus routes into permanent trolleybus lines. The changes will take effect in two stages: on July 1 and August 1, 2026.

In the first stage, from July 1, two temporary bus routes connecting the Mustamäe district with the Baltic Station will become trolleybus lines. Route No. 84 (Keskuze – Baltic Station) and No. 85 (Mustamäe – Baltic Station) will be permanently served by trolleybuses, including weekends and holidays.

In the second stage, from August 1, routes No. 81 and No. 83 (Mustamäe – Kaubamaja) will be converted to trolleybuses, along with route No. 72 (Mustamäe – Kopli), which will be completely reorganized with a new route layout.

The decisions were approved by orders of the head of the Tallinn Mobility Department on June 22, 2026, simultaneously revoking previous orders regulating these bus routes. The renewed network will be operated by the municipal company AS Tallinna Linnatransport (TLT).

City authorities emphasize that expanding the trolleybus network is part of a strategy to develop environmentally friendly public transport and reduce emissions in the urban environment. The return of electric transport on popular routes will improve service quality and the sustainability of the city's transport system. Trolleybus operations were suspended in November 2024 due to infrastructure wear and fleet renewal. This year, 40 new Škoda battery trolleybuses will enter service on city lines.
