Trump's address bluntly aims to destabilize US electoral system

President Trump used his speech from the East Room to undermine faith in US elections ahead of November's midterms, making unsubstantiated claims about Chinese interference and ordering action against noncitizen voting.

Donald Trump on Thursday delivered a presidential address that appeared designed to erode confidence in the American electoral system, using the authority of his office and intelligence agencies to lay groundwork for further destabilization before the November midterm elections. Speaking from the East Room of the White House, Trump claimed his administration had uncovered new bombshell findings about election vulnerabilities. He alleged that China had illicitly acquired voter information on 220 million Americans and had interfered in other ways to undermine his 2020 campaign, adding that intelligence officials had suppressed this information.

However, US intelligence agencies concluded in 2021 with high confidence that China “did not deploy interference efforts” to change the 2020 election outcome. A dissenting view from the national intelligence officer for cyber acknowledged that China took some steps to undermine Trump’s reelection but emphasized there was no information suggesting China tried to interfere with election processes.

The White House released a batch of formerly classified materials to support Trump’s claims, but they were heavily redacted. CNN’s review found little new in them, and the release appeared to be a classic Trump tactic of flooding the zone with information to create confusion.

Trump also referenced an FBI probe into a voter-canvassing operation in Muskegon, Michigan, where canvassers submitted fake-name registration applications. No illegitimate ballots were cast, and the local clerk caught the issue, but the incident has been promoted by Michigan Republicans and far-right outlets for years.

Additionally, Trump stated that the Department of Homeland Security had identified over 270,000 noncitizens on voter rolls in four states, without explaining how that determination was made. The US Constitution gives states control over elections, not the president.

Perhaps most concerning, Trump announced that his administration would take more action to assume control over elections. He said DHS would hold a briefing on state voting system vulnerabilities and order states to remove noncitizens from rolls, despite the constitutional limits on presidential power.
