Trump made the comment in response to a question about concerns raised by Polish leaders regarding a potential Russian attack on Ukraine's allies in Europe.
Background
In June, Poland's defence minister formally proposed to the US Secretary of Defence that a new permanent US military base be established in Poland. On 17 September, Trump said "major progress" had been made toward setting up such a base.
Separately, on 16 September, European Commission President Ursula von der Leyen unveiled a new security strategy responding to a rise in Russian hybrid attacks on Europe. The strategy targets European countries specifically and is meant to complement NATO's Article 4.
