Ukraine discusses obtaining license to produce SCALP missiles with France

Ukraine's Defense Minister Mykhailo Fedorov announced on Monday during a briefing with his Danish counterpart that Kyiv is in talks with France over acquiring a license to manufacture French SCALP cruise missiles domestically. According to Fedorov, the issue was raised during President Zelensky's visit to France in a conversation with President Emmanuel Macron, which he described as "very good."
The minister said discussions continue with both the French government and the manufacturer, with details being refined. He acknowledged that the process is complex, involving intellectual property rights, production setup, and bureaucratic hurdles, but noted that progress is being made, though it is too early to announce concrete outcomes.
Fedorov also revealed that similar negotiations are underway with the United States, particularly following the G7 summit, where leaders expressed readiness to consider granting Ukraine licenses to produce interceptor missiles on its territory. These talks are being conducted at the level of Ukraine's National Security and Defense Council, but no details can be disclosed yet. Regarding SCALP missiles specifically, Fedorov said that more detailed discussions have begun, marking the first steps toward a potential agreement.
