Ukraine Uncovers Corruption in Disability Certificates to Avoid Military Service
The Security Service and the Ministry of Internal Affairs have uncovered a scheme where bribes of at least $4,500 are paid for fake disability certificates to evade mobilization.

Ukraine's Security Service (SBU) and the Ministry of Internal Affairs (MVS) have reported a widespread corruption scheme involving the issuance of disability certificates to avoid military service. According to officials, a bribe of at least $4,500 is demanded for such documents.
Each year, law enforcement agencies suspect several hundred doctors and fictitious “people with disabilities” who use these certificates to evade conscription. The corrupt practices are uncovered through regular inspections and operational measures.
This issue has become particularly acute during the war, when the state needs mobilization resources. The authorities emphasize that they will combat such schemes to ensure a fair and legal mobilization process. Suspected doctors and individuals who have used fake certificates face criminal liability.
