Ukraine plans to cut more than 4,000 civil service positions

Ukraine's government is preparing significant changes to its civil service, with Cabinet of Ministers Secretariat head Serhii Koretskyi announcing that more than 4,000 positions in central executive bodies will be eliminated.
According to the announcement, the cuts will also affect the number of deputy ministers, with plans to reduce the number of such posts currently existing within ministry leadership structures.
Functional diagnostics
Koretskyi said the reform will be based on functional diagnostics — a process aimed at assessing the operations of state administrative bodies and determining which functions and positions are actually needed for the administration to work more efficiently.
New programs for youth and veterans
In addition to the staff reductions, Koretskyi announced that new programs are being developed targeting young people and veterans. The specific content and implementation timelines of these programs were not disclosed in the announcement.
