Diversifying supply
The planned facilities would sit beyond the reach of Russian strikes, giving Ukraine an additional and more secure source of fuel supply. This comes as Russia continues to target Ukraine's energy infrastructure, putting pressure on domestic fuel storage and refining capacity.
A rare bilateral deal
Relations between Kyiv and Budapest have frequently been tense in recent years, partly due to Hungary's positions on Russia's war and on European Union support for Ukraine. Against that backdrop, the agreement on a joint infrastructure project stands out as an unusual example of cooperation between the two neighbors.
By locating the storage sites on the Hungarian side of the border, Ukraine would gain a way to access fuel reserves that are less vulnerable to further Russian attacks on its own territory.
