23 providers selected to teach Latvian to Ukrainian civilians

The Latvian Language Agency has concluded a procurement and chosen 23 providers to run state-funded Latvian courses for Ukrainian civilians in autumn 2026. Applications will go through the "Stars" platform.

The Latvian Language Agency, the Latvian body responsible for organising state language learning and proficiency matters, has completed a procurement announced on 29 September 2026 for "Services for organising courses in Latvian as a foreign language" (ID no. LVA 2026/07/B). Twenty-three bidders have been selected to deliver the training. The state-budget-funded courses are intended for Ukrainian civilians and will be organised by the agency in autumn 2026, with the aim of helping this group integrate into Latvian society and the labour market.

How to apply

The offers of the selected providers will be published on "Stars" (stars.gov.lv), the adult skills management platform. Ukrainian civilians will be able to pick the provider that suits them best and sign up for courses. More precise information and application instructions are to be published shortly.

Eligibility

Civilians from Ukraine will be approved for the courses if they meet all of the following conditions:

  • they are at least 15 years old;
  • they are not studying at a general or vocational education institution registered in Latvia;
  • they hold temporary protection status and a valid residence permit;
  • they have passed the state language proficiency test for the preceding level: A1 for applying to A2, A2 for B1, B1 for B2, and B2 for C1;
  • they have not previously completed the same language level in other publicly funded courses.

Course format

The courses will cover levels A1 to C1 and will be offered in person, online and in a blended format. Studying one language level takes up to six months. After finishing the course, all learners must take the state language proficiency test.

The agency also describes the courses as a pilot project for trying out elements of a unified Latvian language learning system. More about that system can be found in the Ministry of Education and Science's conceptual report on addressing institutional and competence fragmentation in adult state-language learning.
