Ukraine's Wartime Challenge Is Institutional, Not Only Military, Says Expert

Daria Kaleniuk, Executive Director of the Anti-corruption Action Centre, argues that Ukraine's battlefield success and democratic resilience require deep defense sector reforms. She welcomes the appointment of a younger, reform-oriented commander but calls it only 'half' the change needed, with the more crucial battle being over governance.

In an interview with France 24, Daria Kaleniuk, Executive Director of the Anti-corruption Action Centre, stated that Ukraine's wartime challenge is no longer solely military but institutional. She contends that success on the battlefield and democratic resilience are inseparable from deep reform of the defense establishment.

While welcoming President Zelensky's replacement of the commander-in-chief with a younger, reform-oriented military leader, Kaleniuk argues that this represents only 'half' of the necessary changes. The more consequential battle, in her view, concerns governance.
