Ukrainian Ombudsman Reports Human Rights Violations During Mobilization in Mykolaiv

Ombudsman Dmytro Lubinets said six men were rescued from the Mykolaiv Regional Military Enlistment Office, including one with broken ribs, who had legal grounds for deferment.

Ukrainian Ombudsman Dmytro Lubinets announced that his office had to rescue several mobilized men from the Mykolaiv Regional Military Enlistment and Social Support Office (TCC), where a number of human rights violations were found.

According to Lubinets, a man approached him, stating that during mobilization efforts involving police, his brother's ribs were broken, and relatives lost contact with him for 18 days. When the ombudsman's representatives arrived at the Mykolaiv TCC assembly point, it became clear that this was not an isolated incident. Multiple facts indicated systemic human rights violations.

In total, six men were released from the TCC. Among them: a man with a broken rib who has a legal basis for deferment because he cares for his 80-year-old mother; two men with serious illnesses; a man with viral hepatitis; a man with knee problems; and the father of a child with a disability.

Lubinets also reported that during the arrest of one man, a police officer allegedly kicked the man's son. The boy was left alone on the street in the evening, and due to stress and diabetes, his condition worsened. The prosecutor's office has already launched a pre-trial investigation into this incident.

The six men were released and given the opportunity to submit necessary documents for deferment or undergo additional medical examinations. Notices were sent to the State Bureau of Investigation and the prosecutor's office regarding possible abuse of office, illegal detention, and abandonment of a person in danger by police and TCC employees.

The ombudsman emphasized that the approach to mobilization needs immediate changes, and the so-called "busification" (forced mobilization) must be ended. He stressed that mobilization is necessary for national defense, but every case of illegal actions should receive a legal assessment.
