Ukraine strikes Belgorod university used for drone work; ISW says Russia lost maneuver warfare capability

Ukraine hit the Belgorod State Technological University overnight into Monday, with local residents saying the building was used to assemble and test drones. The Institute for the Study of War says Russian forces are no longer capable of maneuver warfare.

Ukrainian forces carried out a strike on the Belgorod State Technological University overnight into Monday. Comments from local residents, cited by the Exilenova+ channel, indicated that the building was used for the assembly and testing of drones. A fire broke out in the university building after the airstrike. Russian authorities have not yet commented on possible damage.

Belgorod reservoir shallows

Local Telegram channels reported that the Belgorod Reservoir has become shallow following Ukrainian strikes. According to the channel Pepel Belgorod, officials failed to stop an uncontrolled water discharge from the reservoir's dam, causing the water level to drop to the historical riverbed of the Seversky Donets. Photos and videos published by the channels Fonar and Belgorod No. 1 confirmed the shallowing. Belgorod urbanist Vladimir Titov said the water depth is currently between 10 and 40 centimeters. In July, Ukraine struck the reservoir dam twice near the villages of Bezlyudovka and Grafovka in the Shebekino district, triggering intensive and uncontrolled water release. Earlier, in October 2025, attacks on hydrotechnical structures had also caused damage and water discharge.

Strike on Wildberries warehouse

A drone attacked a warehouse complex in the Sobinsky district of the Vladimir region, Governor Alexander Avdeev reported on his Telegram channel. According to the governor, there is destruction and a fire broke out. The Ukrainian monitoring channel Exilenova+ earlier reported a strike on a Wildberries warehouse; videos recorded by local residents showed a column of smoke rising over the facility. The company's press service said employees were evacuated and fire crews were working at the scene. Neither the company nor authorities reported casualties. Ukrainian drones have been attacking warehouses and logistics centers of Russia's largest marketplace for two weeks, with at least 15 Wildberries facilities damaged.

Energy facilities and ISW assessment

Ukraine's Unmanned Systems Forces reported strikes on 13 energy facilities in the occupied territories of Donetsk, Kherson and Zaporizhzhia regions over the past three days, according to Ukrinform. The strikes were carried out as part of the operation "Disconnection of Crimea," with a total of 177 energy facilities hit over the past month.

The Institute for the Study of War (ISW) assessed that Russian ground forces are achieving only minor advances on the front, with the pace significantly slowed. Analysts saw no signs that Russian forces could sharply accelerate their advance or resume maneuver warfare. ISW did not confirm Russian military bloggers' claims about the capture of several settlements near Konstantinovka, noting successful Ukrainian strikes on Russian rear areas. The center also assessed that Russia will not fulfill its goal of capturing all of Donetsk Oblast by 2026.

Russian and Ukrainian reports

Russia's Defense Ministry claimed that overnight into Monday it struck four dry cargo ships carrying goods linked to Ukraine's armed forces. Three vessels were reportedly hit in the Black Sea and one in the port of Mykolaiv. The scale of damage was not reported. The Ukrainian side did not report night attacks on commercial vessels.

In the Zaporizhzhia region, a 77-year-old man was killed by a guided aerial bomb strike on the Zaporizhzhia district, said regional administration head Ivan Fedorov. The bomb destroyed a private house in the village of Novotroitske, and an 85-year-old woman was wounded. Earlier, Fedorov reported that more than 30 people were wounded in two airstrikes on the city.
