'Know Before You Vote': Assessing Four Years of Regional Development

As the next Saeima elections approach, a key question is emerging: how should the public assess what has actually been achieved for Latvia's regions over the past four years? Two main reference points can serve as the basis for such an evaluation.

Campaign promises

The first benchmark is the promises made by politicians and parties ahead of the previous elections — what they pledged to do for the regions over the following four-year term. These promises provide a yardstick against which actual outcomes can be measured, allowing voters to judge how far earlier commitments have been fulfilled.

The territorial reform

The second important reference point is the administrative-territorial reform, which was carried out a little over a year before the previous Saeima elections. The goals set for that reform at the time were meant to guide regional development going forward, and there is now a basis for assessing how far those goals have actually been reached.

Together, these two benchmarks — election promises and reform objectives — give voters a framework for judging whether regional development over the past four years has been coherent and balanced, or whether it has lacked clear direction and leadership. Such an assessment takes on particular significance just before elections, when voters must make their choice based on the record of the preceding years and the performance of political parties.
