German Intelligence Agency Launches Hotline for Russian Exiles Facing Threats

Germany's domestic intelligence agency, the BfV, has set up a dedicated hotline for exile groups and dissidents facing intimidation from foreign operatives, focusing chiefly on Russia alongside Iran and China. The move comes as Berlin seeks expanded powers to counter foreign hybrid threats.

Germany's Federal Office for the Protection of the Constitution (BfV) unveiled a new hotline on Thursday aimed at helping people who fled authoritarian rule and now live in Germany but continue to face harassment from foreign state actors. The agency published a 16-page brochure explaining how exile communities and political dissidents can report intimidation, surveillance or violence linked to operatives from abroad.

According to the brochure, individuals who come forward are helping intelligence analysts identify, map and disrupt networks of foreign agents active in Europe. The BfV stated that information from affected people could directly support ongoing investigations and help prevent active threats from materializing.

Russia named as key concern

While the hotline also addresses threats connected to Iran and China, the brochure places particular emphasis on Russia as a source of danger for exiles in Germany. It states that through a combination of its own investigative work and tips from affected individuals, the domestic intelligence service is able to identify those responsible for such acts.

Part of a wider push

The hotline's launch coincides with a broader effort by German authorities to expand intelligence powers, including the ability to hack communications and disrupt operations by foreign adversaries. Officials have pointed to a growing threat from cyber and hybrid attacks as the reason for seeking these expanded capabilities.
