Latvian security service warns of new hybrid warfare tactic originating from Belarus
Latvian Television's de facto programme has revealed that a former convict who relocated to Belarus, along with an association he represents, continues to file complaints and lawsuits with Latvian institutions and courts. The State Security Service warns this could be a new form of hybrid warfare aimed at burdening Ukraine's supporters.
A Latvian Television investigative programme, de facto, has highlighted what may be a new method of hybrid warfare directed at supporters of Ukraine in Latvia. Alongside already familiar hybrid tactics — cyberattacks, migration pressure and disinformation — another approach appears to be emerging: flooding Latvian institutions with complaints and applications to burden those who back Ukraine.
The programme followed the case of Dmitry Mataļevs. After his release from prison, he moved to live in Belarus, yet the association he represents continues to submit requests and complaints to Latvian institutions and courts.
Security service warning
The State Security Service (VDD) did not name specific individuals but noted that certain Latvian citizens and non-citizens who have relocated to aggressor states could be used in hybrid activities against Latvia. Such tactics could serve to overload Latvian institutions and the judicial system, creating additional administrative and legal burdens for people and organisations that support Ukraine.
