Disposal of Old Asbestos Roofing: From Fines to Proper Recycling
Illegal dumping of old asbestos-containing slate endangers health and the environment. Residents face fines up to 850 euros, while proper disposal at landfills costs 400–600 euros per ton.
Many Latvian residents struggle with lawful disposal of old asbestos slate after roof replacement. Common illegal practices include burying the material in gardens (e.g., under greenhouses), using it for road embankments, or dumping it in forests and ditches. Such actions are not only unlawful but also hazardous – asbestos fibers can cause serious diseases like asbestosis, lung cancer, and mesothelioma, which may appear 15–20 years after exposure.
According to Latvian regulations, asbestos-containing waste is classified as hazardous. Individuals face fines of 70–700 euros for improper management and 210–850 euros for illegal dumping; legal entities face 280–1400 and 350–1400 euros, respectively.
Proper disposal requires collecting and storing the waste under controlled conditions – preferably in durable polypropylene bags (Big Bag). Residents should contact licensed waste managers (e.g., SIA “BAO”) or deliver the material to one of ten designated landfills in Latvia (Križevņiki, Kaudzītes, Cinīši, Pentuļi, Janvāri, Ķīvītes, Daibe, Brakšķi, Dziļā vāda, Zebrene). Self-transport must prevent asbestos fibers from escaping into the environment. If self-delivery is not possible, a licensed manager can be hired. Costs for asbestos waste disposal range from 400 to 600 euros per ton, depending on location and volume. This information is provided by the Ministry of Climate and Energy in cooperation with the “Green Future” project. Proper disposal of old asbestos roofing is crucial for protecting both the environment and public health.
