Historian Kaspars Zellis outraged by noise from Kimmel Quarter; police found no violations

Historian Kaspars Zellis posted a video on Facebook showing loud music coming from an event at Kimmel Quarter. He notes that the quarter is located directly next to residential buildings, and the loud music significantly affects the daily life of nearby residents.

In his post, Zellis asks: "Why is it possible in Riga to torture people with noise? Is the right to rest and peace in one's home no longer a right?" He also expresses dissatisfaction with the response of the Riga Municipal Police, stating that they only received the information. The historian wants to know who in the Riga City Council gave permission for such events between residential buildings and how this situation can be resolved.

Meanwhile, the Latvian Television program "Panorama" previously reported on events at Kimmel Quarter, concluding that no significant violations have been found and that the events comply with requirements. Although some calls have been received regarding possible noise disturbances, no violations have been confirmed.

Some local residents view the events positively, noting that summer concerts and cultural activities in the city center are necessary. Most complaints come from people whose homes are directly adjacent to the event venue. The Kimmel Quarter case highlights the broader issue of balancing active city cultural life with residents' right to peace in their homes.
