Latvia's social insurance agency: "envelope wages" won't count toward your pension
Latvia's VSAA explains that pension size depends on both years of insured service and insured income, while undeclared "envelope" wages build neither pension capital nor insurance record.
To qualify for an old-age pension in Latvia, a person needs at least 20 years of insurance record, though the actual average record among current pensioners is far higher — 39.4 years. This is according to Sanita Letapura, senior expert at the Pension Methodological Guidance Division of the State Social Insurance Agency (VSAA).
She notes that having the same length of service does not guarantee two people the same pension amount. When calculating pension capital, both the accumulated insurance record and the level of insured income matter — the higher the income on which social insurance contributions were made, the greater the potential pension capital.
Child care periods
Time spent raising a child can count toward insurance record, though rules vary by period. For 1991–1995, caring for a child up to age 8 counts only if contributions were made during that time, or if the mother remained formally employed. Since 1996, the state makes contributions on behalf of parents receiving parental or child-care benefits, so this period is automatically included in the record.
Author fees and disability
Royalty or author-fee income can also build insurance record if social insurance contributions were paid on it. For non-working people with disabilities, the state pays contributions on their behalf until they reach pension age, allowing them too to accumulate the necessary record.
People who lack the required 20-year record may, under certain conditions, qualify instead for a state social security benefit. However, income received as an undeclared "envelope wage," without social insurance contributions, builds neither pension capital nor insurance record.
