Damage Register starts accepting claims from Ukrainians who lost jobs due to the war
The International Register of Damage for Ukraine has opened a new category allowing people to file claims for compensation over paid employment lost because of Russian aggression. Claims can be submitted through the "Diia" portal.
The International Register of Damage for Ukraine announced on August 25 the opening of a new claims category, A3.4 — loss of paid employment. It allows people who held paid jobs or were self-employed in Ukraine and lost that income on or after February 24, 2022, due to Russia's unlawful actions, to file for compensation and protect their property rights.
The category covers two types of affected people: those who worked under employment (individuals who had an oral or written employment agreement providing for wages or other remuneration), and self-employed individuals who carried out independent professional or business activity without being registered as private entrepreneurs under Ukrainian law.
Claims may cover compensation for lost income — such as wages, allowances, or benefits — not received due to the actual loss of employment. The compensation amount must be expressed as the sum not received over a given period, for example a month or a year. Applicants must provide the required information and any available evidence of job loss. Claims can be submitted via the "Diia" state services portal.
The Register noted that thanks to integration with the database of Ukraine's Pension Fund, information on applicants' employment history and income will be pulled in automatically, significantly simplifying the filing process.
Meanwhile, registered private entrepreneurs who lost profit from their business due to Russian aggression must file under a different category — A3.5, for loss of private entrepreneurship.
Claims meeting the established requirements will be entered into the Register and later submitted for review to the future Compensation Commission, which will determine payment amounts.
Background
The Register has been rolling out claim categories gradually: in February it began accepting claims over forced displacement outside Ukraine, in March from private entrepreneurs who lost their businesses, and from April 29 from legal entities and government bodies. On August 20 the Register expanded its category list to cover damaged or destroyed residential and non-residential property.
