Zelensky says US intelligence sharing 'works now' after Oslo talks with Trump envoy

Ukrainian President Volodymyr Zelensky said US early warnings about Russian missile attacks are working again after he met President Trump's special envoy Steve Witkoff in Oslo. Ukraine and its European allies say it is now up to Russia to respond to the proposals.

Ukrainian President Volodymyr Zelensky said on Tuesday in Oslo, Norway, that US intelligence sharing on Russian missile attacks "works now", following talks with Steve Witkoff, the special envoy of US President Donald Trump. The meeting came after Kyiv accused Washington of withholding key intelligence, a claim US Secretary of State Marco Rubio called "scandalous". The talks matter because relations between Ukraine and the US have soured in recent weeks, and the peace proposals now move to Russia for a response.

What Zelensky said

Zelensky said he was thankful for the early warning system, which lets people know when a ballistic missile is approaching. He also hoped for a good outcome on access to SpaceX's Starlink satellite platform, after Ukraine's military reported speed restrictions in recent days. He repeated that Ukraine is ready for negotiations, adding: "Of course, we are not losing this war, but we are losing people because Russia attacks." Strong security guarantees and energy ceasefire proposals were also discussed in Oslo.

Participants and next steps

Finnish President Alexander Stubb, who took part, spoke of "genuine progress" on peace proposals but gave no details and warned that patience would be needed. Norwegian Prime Minister Jonas Gahr Støre stressed that Europe must be at the table. Jared Kushner, Trump's son-in-law and another key envoy, joined by video link. Witkoff is due in St Petersburg on Wednesday. Russian Foreign Minister Sergei Lavrov said earlier that the Kremlin would listen to Witkoff's offer but ruled out any political concessions.

Trump again told reporters at the White House that he wanted Kyiv to make a deal. Moscow controls about 20% of Ukrainian territory, and Russian drone attacks continued on Tuesday, with Ukrainian officials reporting at least 10 dead in the Kyiv region, the Donetsk region and Dnipro.

German Chancellor Friedrich Merz spoke on Monday of "mixed pictures and messages" on the war and said he was trying to persuade Washington to resolve it jointly. US Vice-President JD Vance said Ukraine is a partner in some ways but not a formal ally.
