Zelensky Says Ukraine Wants Concrete Guarantees Before Halting Strikes

Ukrainian President Volodymyr Zelensky said Monday that Ukraine is prepared to halt strikes on Russia, but only if its international partners can guarantee that Moscow will refrain from attacking Ukrainian energy facilities, infrastructure and food supply routes.

In a post on Telegram, Zelensky appeared to push back on U.S. President Donald Trump's earlier statement that Ukraine and Russia had agreed not to strike each other's energy targets, stopping short of confirming any such formal agreement.

Zelensky said Kyiv remains doubtful that Russia would actually honor any deal it signs. "Ukraine is not certain that Russia is willing to stick to any agreement," he wrote, adding that ending the war is the goal and that a de-escalatory step on critical infrastructure could serve as a first move toward peace.

According to Zelensky, Ukraine is willing to commit to an agreement halting strikes on infrastructure, but such a deal would need to be reliable, long-term and have a genuine impact on people's daily lives. He said Ukraine is waiting for its partners to provide specifics.

Trump, in his own statement, had claimed both sides agreed to spare each other's energy targets, writing that Ukraine agreed not to strike Russian energy facilities and that Russia agreed to do likewise.
