Zelensky: Ukraine proposed securing an agreement with Russia to halt infrastructure strikes

Ukrainian President Volodymyr Zelensky said Ukraine has proposed to its partners that they help secure an agreement with Russia aimed at stopping the destruction of critical infrastructure. He stressed that food, energy, and other elements essential to basic life support need protection, noting that Russian strikes are primarily directed against exactly these targets.

At the same time, Zelensky acknowledged that Ukraine is not confident Russia actually has the will to abide by any such agreement. He did not specify which partners exactly the proposal was addressed to.

Condition for mutual restraint

According to Zelensky, if partners can secure a genuine willingness from Russia not to strike Ukraine's electricity grid, other energy facilities, critical infrastructure, or food movement, Ukraine would in turn be ready to guarantee it would refrain from corresponding strikes of its own. The president described this as a possible de-escalation step regarding critical infrastructure that could serve as a first step toward peace. He added that Ukraine expects concrete commitments from its partners.

Zelensky's statement came after US President Donald Trump said Ukraine had agreed not to strike Russian energy facilities.
