Zelensky orders creation of mine countermeasures brigade in Ukrainian Navy
President Volodymyr Zelensky signed a decree to immediately establish a mine countermeasures brigade within the Armed Forces' Navy to neutralize mine threats in the Black Sea and effectively counter Russian aggression.

President Volodymyr Zelensky signed Decree No. 585/2026 on July 4, ordering the urgent creation of a mine countermeasures brigade within the Navy of the Armed Forces of Ukraine. The unit's primary mission is to neutralize mine threats in the Black Sea and enhance Ukraine's ability to counter Russian aggression.
According to the decree, the Cabinet of Ministers must resolve all necessary organizational issues related to the brigade's formation. The Ministry of Defense and the General Staff have received separate instructions to take immediate measures to establish the new unit.
The decree states that the decision was made to protect Ukraine's national interests, effectively counter Russian armed aggression, respond to security threats in the Black Sea, neutralize mine dangers to navigation, and increase the Navy's mine countermeasure capabilities.
This move follows earlier efforts to strengthen Ukraine's maritime security. On July 17, 2024, Zelensky signed a decree enacting the National Security and Defense Council's decision on a new Maritime Security Strategy of Ukraine. That strategy outlines priorities for developing defense capabilities at sea, liberating the coastline, building up the fleet, and transforming the Black and Azov Seas into peaceful and trade-open waters.
On July 4, Zelensky visited the Odesa region to discuss security issues in the southern region. During the visit, he announced the decision to establish a Naval Academy in Odesa.
