Azerbaijan and Ukraine have concluded the 14th meeting of their Joint Intergovernmental Commission in the western Ukrainian city of Uzhhorod, agreeing to broaden economic and energy cooperation. It is the first time the commission has met on Ukrainian soil since Russia's full-scale invasion began. The session was co-chaired by Azerbaijani Energy Minister Parviz Shahbazov and Denys Shmyhal, Ukraine's First Deputy Prime Minister and Minister of Energy. The sides signed a protocol and adopted an action plan for 2026–2027 covering 14 sectors.

Support for the power grid

A key topic was protecting and stabilising Ukraine's power grid ahead of winter. Shmyhal and Shahbazov toured an energy facility in western Ukraine and inspected "second-level protection" systems designed to shield critical power infrastructure from Russian attacks.

During the visit, officials confirmed delivery of Azerbaijan's latest emergency equipment shipment, valued at $1.47 million (€1.32 million). It includes nine industrial transformers, 186 kilometres of high-voltage cable, generators and 12 kV distribution equipment. Since the war began, Baku's total humanitarian, rehabilitation and reconstruction aid to Ukraine has reached $52 million (€47 million).

Transit routes and business

At the Azerbaijan-Ukraine Business Forum, participants discussed joint use of existing infrastructure. The Ukrainian side urged coordinated use of the Trans-Balkan route, underground gas storage facilities and oil pipeline networks. The delegations also reviewed the development of the Caspian-Black Sea-Europe Green Energy Corridor.

Official data presented at the session show bilateral trade turnover rose 10.5% in the first eight months of 2026, driven by a 17% increase in Azerbaijani exports to Ukraine. Total mutual investment stands at $513.5 million (€460 million).

Shmyhal wrote on X that Ukraine is interested in joint production, localisation and technological partnerships, and invited Azerbaijani firms to invest in distributed energy and logistics projects. The Azerbaijani delegation offered the Alat Free Economic Zone as a tax-free logistics hub. The visit ended at the Khust Industrial Park, where officials inspected a wind turbine manufacturing facility and the Azerbaijani-owned enterprise ATEF.
