Bauska municipality to give free fishing licences to people with rare diseases
Bauska municipality in Latvia has put out for public consultation amendments that would let people with rare diseases receive a free licence to fish in the Lielupe, Mūsa and Mēmele rivers.

The local government of Bauska municipality in Latvia is asking residents for their views on a draft amendment to its binding regulations, which would extend free fishing licences to people with rare diseases. The change concerns licensed fishing in the Lielupe, Mūsa and Mēmele rivers within the municipality. To qualify, a person must hold a rare disease patient identification card.
Why the rules are changing
The amendments were prepared because changes to national Cabinet of Ministers regulations have come into force. These widened the group of people entitled to obtain a fishing licence for public waters at a reduced price or free of charge. The municipality's rules now have to be brought into line with these national requirements.
Who organises the fishing
Licensed fishing on these rivers is organised by the association "Bauskas Mednieku un makšķernieku biedrība" (the Bauska Hunters' and Anglers' Association).
Budget impact
According to the municipality, the draft has no direct effect on its budget. Implementing it will not require extra municipal resources, new jobs or an expansion of the powers of existing institutions.
The aim of the amendments is to make local rules consistent with current legislation and to widen the group of people who can receive a free fishing licence.
