CIA Director's Moscow visit fuels speculation over talks' purpose
CIA Director John Ratcliffe's unannounced visit to Moscow has prompted experts to speculate about its goals, since sending an intelligence chief lets the US administration avoid disclosing details of the talks. The last such visit took place in 2021.
A visit by CIA Director John Ratcliffe to Moscow has become a significant but unclear episode in US-Russia relations. Experts say the trip was not meant to be publicized, but it could not be kept secret. Because the US side was represented by the head of its foreign intelligence service, the administration is able to withhold information about the substance of the meetings.
Possible reasons for the talks
The exact reason for the visit and the topics discussed remain unknown, which has given rise to several theories. One suggests Ratcliffe tried to dissuade Russia from a military confrontation with NATO. Former Estonian Security Police (KaPo) director Arnold Sinisalu called this scenario unlikely, suggesting the discussion more probably concerned intelligence-related matters.
Sinisalu also referenced the incident at Leipzig airport, where several drones equipped with explosives were launched, though he cautioned against taking this theory too seriously.
A plane that drew attention
Much attention was drawn to the aircraft Ratcliffe used to arrive in Moscow — a large military cargo Boeing C-17, rather than the small planes typically used by FBI or CIA chiefs. Sinisalu noted that the Wall Street Journal had speculated the visit could involve a prisoner exchange between Russia and the US.
Experts also do not rule out that the war in Ukraine was discussed. Former Estonian ambassador to NATO Jüri Luik said choosing an intelligence chief as envoy is an almost certain guarantee that no leaks will occur, since governments are not obliged to disclose an intelligence chief's travel purpose, agenda, or the content of his meetings.
The CIA director last visited Moscow in 2021, when the US used its intelligence chief to warn that Washington would help Kyiv if Russia attacked Ukraine.
