Dombrava adds names to entry ban list for first time since taking office

Minister exercises powers under Immigration Law
Interior Minister Jānis Dombrava (National Alliance) has for the first time since taking office added several people to the so-called blacklist — the register of foreign nationals prohibited from entering Latvia. The information was obtained by the LETA news agency from the Ministry of the Interior.
The ministry stated that inclusion on the blacklist is strictly regulated by law and is subject to a risk and legality assessment. When relevant circumstances arise, the interior minister exercises his powers to guarantee public order and national security. The ministry provided no further comment.
According to the Immigration Law, the minister can only decide to add a person to the list after receiving an opinion from a competent state institution, such as a special service. The law specifies seven conditions that may justify such a decision, including grounds to believe the foreigner is involved in an anti-state or criminal organization, or poses a threat to state security or public order.
Individuals subject to the ban have the right to appeal the minister's decision to the Administrative Regional Court within one month. However, filing an appeal does not suspend the enforcement of the decision, and the appellant cannot request the court to suspend it.
The government led by Andris Kulbergs (United List) was approved by the Saeima on 28 May.
