Estonia and Azerbaijan Discuss Expanding Cooperation and Security Issues
Estonian Deputy Secretary General Martin Roger visited Baku to discuss bilateral relations, Russia's war in Ukraine, and the peace process between Azerbaijan and Armenia.

Estonian Deputy Secretary General for Political Affairs Martin Roger held political consultations in Baku on June 11 with Azerbaijani Deputy Foreign Minister Fariz Rzayev. During the visit, Roger also met with Hikmet Hajiyev, advisor to the President of Azerbaijan on foreign policy and security, and Azerbaijani Deputy Defense Minister Agil Gurbanov.
The Estonian Ministry of Foreign Affairs stated that a key topic was the development of political and economic cooperation. In recent years, interaction in education, culture, digital technology, and the economy has expanded significantly. Estonia is interested in further strengthening business ties and expanding opportunities for Estonian companies in the Azerbaijani market.
Talks also covered Azerbaijan's relations with the European Union. Estonia considers Azerbaijan an important EU partner, particularly in energy and transport connectivity. Special attention was given to Russia's war in Ukraine. Roger noted that Moscow's actions do not indicate a desire for peace, and the international community must continue supporting Ukraine and increasing pressure on Russia to achieve a just and sustainable peace.
The peace process between Azerbaijan and Armenia was also discussed. The Estonian representative welcomed steps by both countries toward normalizing relations and strengthening regional stability. Estonia consistently supports the territorial integrity of both Azerbaijan and Armenia and expects further progress in negotiations.
Earlier, Estonian President Alar Karis on June 11 signed a decree appointing diplomat Tiina Nirk as Estonia's ambassador extraordinary and plenipotentiary to Azerbaijan. She will become the first Estonian ambassador based permanently in Baku. Previously, diplomatic relations with Azerbaijan were handled through the Estonian embassy in Turkey. The Estonian government decided last year to open an embassy in Baku. In addition to Azerbaijan, Estonia plans to open new diplomatic missions in Kenya, Brazil, Armenia, and Moldova in 2026.
