Estonian state budget cuts leave disability and patient groups facing shrinking funds
Estonia's 10% reduction in state support for the Chamber of Disabled People and other patient advocacy NGOs comes despite increasing government demands, forcing groups to scale back activities.
The Estonian Chamber of Disabled People will operate next year with 10% less state support, a decrease of €150,000. Funding has remained unchanged for four years, and rising living costs mean it should be higher. CEO Maarja Krais-Leosk stated that €1.8 million is needed, compared to the current €1.5 million, which will drop to €1.35 million next year.
The Ministry of Social Affairs is cutting partner funding due to state budget constraints, known since 2024. Previously, the ministry covered the shortfall internally, but that is no longer possible. Deputy Secretary General Nele Labi said NGOs should apply for an EEA-funded civil society program opening soon via the Open Estonia Foundation. The ministry plans to shift funding principles: longer-term contracts, less bureaucracy, and prioritizing key areas like patients and people with disabilities. However, all NGOs must prepare for cuts of 10–20%.
The Chamber represents many smaller organizations, including those focused on chronic illnesses, affecting another 50 unions and associations. Krais-Leosk noted that decisions must be made about what to stop doing, warning that people's problems deepen and eventually fall on local governments, costing more.
Cancer patient organizations argue that if the state expects more from them, funding must increase accordingly. They estimate €300,000–€500,000 per year is needed. Kristel Leif, CEO of NGO Onkoloogika, emphasized they are asking for a separate strategic partnership with stable funding alongside the national cancer control strategy, as without it, meeting state expectations is impossible.
