Procurement Watchdog Halts Contract for National Football Stadium Financial Analysis

The Procurement Monitoring Bureau has blocked LNSC's tender for financial calculations for a new national football stadium in Riga after a complaint by KPMG Baltija, finding the complaint justified.

The Procurement Monitoring Bureau (IUB) has prohibited the Latvian National Sports Center (LNSC) from concluding a contract in a procurement related to financial and economic calculations for the construction of a new national football stadium in Riga. The decision was made after reviewing a complaint filed by SIA “KPMG Baltija” regarding the tender results.

The complainant argued that the contracting authority unjustly rejected its bid by interpreting the project manager experience requirement too narrowly – demanding experience only on the public partner side, even though the tender documentation did not specify this. IUB found the objection justified, as the text of the procurement rules did not include such a restriction, and the authority's earlier clarifications referred to the financial expert, not the project manager.

Additionally, KPMG Baltija contested the contracting authority's conclusion that the proposed project manager did not meet the requirement for involvement in the development and coordination of financial calculations. IUB determined that this objection was also valid, since the requirement did not explicitly state that the specialist must personally conduct the coordination process, and the submitted information did not unequivocally prove non-compliance.

Consequently, IUB annulled LNSC's procurement commission decision of April 24, which had selected SIA “PricewaterhouseCoopers” as the winner and rejected KPMG Baltija's bid. IUB instructed the contracting authority to rectify the violations within 30 working days, re-evaluate the submitted proposals, and make a new decision.

The estimated contract value of the procurement is €60,000, and the calculations are to be completed within five months. Previously, the government acknowledged a report on stadium construction options, identifying a public-private partnership model as the most promising. LNSC was tasked with preparing the necessary calculations by spring 2026.
