New Passenger Carrier in Limbaži and Sigulda Regions – Procurement Lasted 7 Years

Starting July 1, the historic carrier CATA will be replaced by VTU Valmiera on routes in the Limbaži and Sigulda regions, following a tender by the Road Transport Administration. The procurement process lasted seven years, as since 2019, unsuccessful tenders and legal disputes had prevented a long-term contract.

From July 1, significant changes are expected in public transport in the Vidzeme region. On routes in the Limbaži and Sigulda regions, the current operator CATA will be replaced by VTU Valmiera, a company owned by the Valmiera municipality, which won a tender organized by the Road Transport Administration.

These changes affect route networks that, since 2019, were the last ones without a long-term contract for public transport services. The reason was several unsuccessful procurement tenders and legal proceedings that delayed the process. The tender procedure lasted seven years – from 2019 to 2026.

VTU Valmiera will take over the routes previously operated by CATA. This means that from the beginning of July, residents and visitors in Limbaži and Sigulda municipalities will have a new carrier. Exact details about changes in timetables and ticket prices have not yet been published, but the Road Transport Administration and VTU Valmiera promise to ensure uninterrupted service.

This is a significant step to stabilize the public transport situation in the region, which has been uncertain for a long time due to the lack of long-term contracts.
