KNAB Receives First Signals of Possible Pre-Election Campaign Violations

The Corruption Prevention and Combating Bureau (KNAB) has received initial signals about possible pre-election campaign violations, but no investigations have been launched yet. Information will be compiled monthly.

The Corruption Prevention and Combating Bureau (KNAB) has received initial signals regarding possible violations of pre-election campaign rules, though no official checks have been initiated. The agency stated that going forward, data on received signals and launched investigations will be compiled and released on a monthly basis.

The official pre-election campaign period in Latvia began on June 6 and will continue until the day of the 15th Saeima elections. During this time, campaigners, media outlets, and all involved parties must adhere to restrictions and prohibitions outlined in the Pre-Election Campaign Law.

Special attention is being paid to the use of artificial intelligence (AI). All paid campaign materials that use AI tools in their visual design must be clearly labeled as such. If a label is missing, KNAB may ban further distribution of the material. Before making such a decision, the bureau will obtain an expert opinion from the Artificial Intelligence Center.

KNAB warns that common AI manipulations may include synthesizing candidates' voices or inserting their portraits into fake images and videos, creating misleading content. Additionally, the use of automated systems to create fake or anonymous social media accounts for campaigning is prohibited. In case of violations, KNAB will cooperate with the State Police and may request platforms to suspend accounts. If a platform does not cooperate, the Consumer Rights Protection Center will step in and may refer the issue to the European Commission.

Other restrictions include a ban on hidden advertising (where the payer is not disclosed) and the use of state or local government administrative resources. Violations carry penalties: a warning or fine up to 500 euros for individuals, and up to 7,100 euros for legal entities.

Citizens are encouraged to report suspicious cases via KNAB's online platform "Ziņo KNAB!", mobile app, hotline 80002070, or email pasts@knab.gov.lv.

Paid advertising may only be placed with service providers who submitted their price lists to KNAB and NEPLP by May. Materials must be in Latvian or another official EU language.

Oversight is shared among institutions: KNAB monitors restrictions online, in public spaces, and in print media; NEPLP oversees TV and radio; and the State Language Center monitors language use. Since October 2024, KNAB is also responsible for monitoring AI use and automated accounting in campaigning.
