Russia drafts industry guidelines for portraying 'traditional family values' on screen

Russian business outlet RBC reports that a set of recommendations for filmmakers on depicting family life has been drafted in Russia. Sources describe the guidelines as voluntary, though their origin and status remain disputed.

Russian business news outlet RBC, citing sources, has reported that recommendations have been drafted for film studios and TV producers on making content aimed at 'preserving and strengthening the strong family as a traditional Russian spiritual and moral value.' One source told RBC the recommendations are voluntary.

The version of the document reviewed by RBC reportedly lays out detailed principles for creating films, series, and online content about family life, including possible storylines, guidance on character portrayal and visual style, and advice on tailoring content to different audiences.

Key recommendations

Among the guidance: depict the family as a 'bastion of stability' amid external turbulence, and avoid portraying it solely as a restriction on freedom or an outdated institution. Love within the family should never be shown as justification for psychological pressure, humiliation, or violence. The document emphasizes family memory — stories of ancestors, keepsakes, and shared traditions — and warns against suggesting that love of family conflicts with love of country.

It also advises against making family crisis, breakup, or abandonment of loved ones appear emotionally appealing, and against caricatured portrayals of grandparents, mothers, or fathers. 'Shouting scenes' should reportedly be excluded altogether.

Disputed origins

RBC reported the recommendations were drafted by the State Duma's Information Policy Committee. The committee's head, Sergey Boyarsky, denied this, saying the committee only reviewed 'one of the working versions' and describing the effort as industry self-regulation with no mandatory element. A representative of the media company Tricolor confirmed the document is being discussed with market participants but said no final version has been adopted.

Since March 1, 2026, Russia has banned screening films that 'discredit traditional spiritual and moral values,' a rule covering both theatrical releases and streaming platforms.
