Russian strikes on Kyiv kill at least 13

Overnight Russian drone and missile attacks on Kyiv killed at least 13 people and injured nearly 90. EU foreign policy chief Kaja Kallas announced plans to propose new sanctions against Russia, while Ukrainian officials urged allies to boost air defense.

Kyiv mayor Vitali Klitschko declared a day of mourning on Friday for the victims of the overnight strikes. At least 13 people were killed and almost 90 injured. Flags on all municipal buildings will be lowered, and all entertainment events in the city will be cancelled.

EU foreign policy chief Kaja Kallas responded to the attacks, stating: "Words of condemnation alone will not stop attacks on Kyiv. Only sustained military support for Ukraine and increased pressure on Moscow can do that." She said she will propose sanctioning more entities supporting Russia's military-industrial complex, adding: "The more Moscow attacks civilians, the more sanctions must be imposed." Kallas confirmed all EU staff in Kyiv are accounted for.

Ukrainian President Volodymyr Zelenskyy cut short his visit to Ireland after warning that Moscow was preparing a "massive attack." He reported at least 20 targets hit overnight, mostly residential buildings, but also an ambulance station, a research institute, a hotel, and businesses. Zelenskyy stressed the urgent need for air defense supplies and reiterated his request for a US license to produce Patriot missiles in Ukraine.

Ukrainian Foreign Minister Andrii Sybiha urged allies not to delay decisions on air defense, saying: "This is our main request to our partners after Kyiv suffered a night of horror."
