Crisis Management Centre head: residents were not ready for 72-hour storm self-sufficiency
Kaspars Zīle, head of the Crisis Management Centre, told Latvian Radio that many residents lacked adequate preparedness to cope with storm aftermath during the first 72 hours, while also acknowledging shortcomings on the part of state and municipal institutions.
The head of Latvia's Crisis Management Centre (KVC), Kaspars Zīle, said in an interview with Latvian Radio that a considerable share of the population failed to adequately prepare for coping with the aftermath of a recent storm on their own. According to Zīle, many households disregarded the so-called 72-hour readiness principle, under which every home should be able to sustain itself with basic supplies for at least three days following the onset of a crisis, without relying on outside assistance.
At the same time, Zīle stressed that responsibility for crisis preparedness does not rest solely with the public. While pointing to insufficient readiness among residents, he acknowledged that lessons from the storm must also be learned by state authorities and local governments. His remarks suggest that the public sector's own response to the emergency was not without flaws, and that improvements are needed both in coordination between institutions and in how information reaches the public.
Zīle used the interview to remind households of the importance of reviewing their own readiness for possible future emergencies. His comments indicate that, following the recent storm, the Crisis Management Centre views the episode as a lesson for both society and public administration, aimed at reducing the impact of similar weather events and strengthening overall resilience to crises going forward.
