On Sunday, 18 October, the news portal Delfi received complaints from readers about the website "112.lv", Latvia's emergency information site, and its mobile app. Readers said the website was unavailable and that the app showed no information about a possible threat. Āris Dzērvāns, head of the Interior Ministry's Information Centre, said no disruptions had initially been detected.

Explanation on the website

Dzērvāns said that, at first glance, the core infrastructure of both the website and the app had worked as it should this morning. In his view, the access problems of some users are most likely linked to local browser settings, such as data stored in the cache. He advised those unable to open the site to try private browsing, also known as incognito mode, or to clear the browser cache.

Explanation on the app

The app displays information taken directly from the "112.lv" website. Warning notices appear there only while a threat is active, and once a threat or alert ends, the information is no longer kept as active.

Responsible specialists are currently compiling detailed data on how the systems performed and how heavily they were loaded on Sunday morning. If needed after a technical assessment, further comments will be provided.

Background

On Sunday morning an unidentified object, possibly a drone, was detected in Lithuanian airspace. Because it could have entered Latvia, the cell broadcast alert system was activated in the Bauska, Aizkraukle and Ogre municipalities. The National Armed Forces said NATO fighter jets were scrambled in response to the possible threat. According to initial information, the object may have detonated in Lithuania's Pasvalys district, near the Latvian border.
