Lisak criticizes Odesa city council for unfinished shelters, delays in eRestoration and dirt in the city

Head of Odesa Regional Military Administration Serhiy Lisak said the city council failed to fulfill its promise to commission 20 protective structures by the end of June, and criticized the implementation of the eRestoration program and the work of utility services.

Serhiy Lisak, head of the Odesa Regional Military Administration (RMA), has expressed dissatisfaction with the city council's performance on several issues, including the construction of protective shelters, restoration of cultural heritage, and city cleanliness.

Lisak stated that the council had committed to commissioning 20 protective structures by the end of June, but as of July 6, only half of them – 10 shelters – had been put into operation. He reminded that in March, 100 million hryvnias were allocated from the city budget for the installation and equipping of an additional 20 shelters, yet work is currently ongoing on only half of the sites.

The delay is blamed on the municipal institution "Protective Structures," which is responsible for this area. Lisak called on the city council to take appropriate personnel and management decisions.

Furthermore, Lisak criticized the implementation of the "eRestoration" program for cultural heritage objects. He noted that the government, with support from Prime Minister Yuliia Svyrydenko, the Ministry of Culture, and the Ministry of Communities and Territories, had already adopted the necessary resolution, but at the local level, the process has not progressed beyond the creation of a commission.

Lisak also voiced dissatisfaction with the sanitary condition of Odesa, emphasizing that the resort season cannot excuse the inadequate work of utility services. "People should see not explanations, but results. And so – in everything," the head of the Odesa RMA concluded.

Meanwhile, on the evening of July 5, Odesa was attacked by Russian drones. A 23-year-old man was injured, and private houses and apartment buildings were damaged.
