Graham represented South Carolina and was first elected to the Senate in 2002. He began his career as a lawyer in the US Air Force. At the time of his death, he chaired the Senate Budget Committee.
A prominent voice on foreign policy, Graham had recently returned from Ukraine, where he met President Volodymyr Zelenskyy to discuss support for Kyiv and sanctions on Russia. He was also a close ally of President Donald Trump. In June, Trump called Graham a "wonderful friend" and endorsed his re-election.
Graham had expressed skepticism about Washington's memorandum of understanding with Tehran, saying Iran's view of the agreement seemed different. However, after a lengthy discussion with US special envoy Steve Witkoff, he stated that signing the MOU would benefit the US by opening the Strait of Hormuz and ending hostilities with Iran.
