The chancellery of the Narva City Assembly has provided an official response to deputy Yelena Pazilina, clarifying the legal grounds for the use of the term 'technical break' during assembly sessions.
Pazilina had previously submitted a request concerning the June 26 assembly session, during which the chairman of the representative body, Mikhail Stalnukhin, repeatedly declared so-called technical breaks.
In its response, the chancellery explained that the chairman of the city assembly is responsible for the proper conduct of sessions and has the right to declare additional breaks not only for technical reasons but also when necessary to resolve organizational or procedural issues.
The basis for this, as stated in the response, is a point in the rules of procedure of the Narva City Assembly, which allows the chairman to pause the session to eliminate technical problems or to consider other matters requiring additional time.
It was also emphasized that such breaks can be declared both at the beginning of the session and during the discussion of the agenda, depending on the circumstances.
Thus, the chancellery concluded that the use of the term 'technical break' may vary depending on the nature of the reasons for its declaration.
