Representatives of NATO, the United States, Ukraine, European countries and the European Union met in Brussels on 5 November with the aim of promoting a just and lasting end to the war in Ukraine. The meeting took place ahead of trilateral talks between the US, Ukraine and Russia, scheduled for 10–11 November in Abu Dhabi, the capital of the United Arab Emirates, which are to focus on further steps toward peace. NATO spokeswoman Allison Hart explained the purpose of the meeting to Evropeiska Pravda, a Ukrainian news outlet.

She stressed that the Brussels meeting continued earlier discussions held in Miami and Oslo. According to Hart, its goal was to help bring about a fair and durable end to the war.

Security guarantees and European security strategy

Rustem Umerov, head of Ukraine's negotiating team and of the country's foreign intelligence service, said that after the Brussels meetings, representatives of Ukraine, the US, France, the United Kingdom, Germany and NATO had discussed future security guarantees for Ukraine from the United States and other partners. They also discussed a new European security strategy.

Earlier consultations

A day earlier, on 4 November, consultations were held at the European Commission headquarters in Brussels with representatives of Ukraine, the US, the UK, France, Germany, NATO, the World Bank and the European Commission. They focused on preparing Ukraine's Prosperity Plan, which is meant to set out mechanisms for post-war reconstruction, and on funding for Ukraine in 2027.
