“Vizii Urban” to Maintain State Roads Around Ogre for Five Years
Latvian State Roads, the state-owned road manager, has announced that “Vizii Urban” won the contract to maintain state roads in the Ogre area for the next five years. The contract is worth 9.998 million euros excluding VAT, while the tender is contested in several other areas.

Day-to-day maintenance of state roads in Latvia's Ogre contract area will be carried out by the company “Vizii Urban” for the next five years. This was announced by the state-owned company Latvian State Roads (Latvijas valsts ceļi, LVC), which manages the national road network. “Vizii Urban” submitted the lowest-priced bid for this area, and the contract is worth 9.998 million euros excluding value-added tax (VAT).
The result marks a change, as at present “LAU Infra grupa”, formerly named “Latvijas autoceļu uzturētājs”, maintains the roads under all 19 contracts.
Results so far
“Vizii Urban” also won in the Riga contract area, where the contract is worth 23.993 million euros excluding VAT. “LAU Infra grupa” will continue working in the Bauska area (8.701 million euros) and in the Preiļi and Dagda area (15.006 million euros). Winners have thus been determined in four of the 19 contracts.
What it means for drivers
Daily maintenance covers monitoring road conditions and organising necessary work, and in winter it also includes snow clearing and gritting. In the new period, 1,860 kilometres of state roads will be maintained under the complex daily maintenance scheme (KIUD). Of these, 1,739 kilometres are main state roads and 121 kilometres are regional roads of the highest maintenance class, A. On these sections the contractor must inspect roads, and plan and organise work around the clock, seven days a week, including weekends and public holidays.
Complaints in other regions
According to the Procurement Monitoring Bureau, complaints have been filed for 11 of the 19 contract areas. “LAU Infra grupa” has challenged the tender in the Valmiera, Aizkraukle, Jēkabpils, Kuldīga and Saldus, Balvi and Ludza, Rēzekne, Dobele and Tukums, Jelgava, Limbaži, Talsi and Ventspils, and Daugavpils areas. The company SIA “Hagberg” had filed a complaint over six of these areas but later withdrew it. Both complaints from “LAU Infra grupa” have been accepted for review, but no deadline has been set. Some of the contested areas, such as Aizkraukle and Jelgava, border Ogre municipality.
How the procurement works
LVC explains that since 2022 daily road maintenance has been procured through open tenders, with the road network divided into 19 contract areas. Several tenders are planned for the 2027–2032 period and are announced at different times, so contracts will take effect at different moments. Each contract runs for 60 months.
Last year “LAU Infra grupa” had a turnover of 97.114 million euros, 2.5% more than in 2024, and its profit rose 6.5% to 7.392 million euros. The state owns 88.8% of the company's shares, which have been on the official list of the Nasdaq Riga exchange since 3 July 2026.
