Five Years After Reform: Residents of Ape Adapt to Change, Preserving Identity

Since the 2021 administrative-territorial merger of Ape municipality into Smiltene municipality, locals have adapted to the new setup while maintaining a strong community spirit and attachment to their small town.

Agrita Leite, head of Ape Library, admits that initially it was challenging to adjust to working within Smiltene municipality, but over five years cooperation has strengthened. Digitalization played a key role – document flow and invoice processing are now done electronically, easing daily routines. Leite has worked at the library since 1986 and emphasizes people's ability to adapt, just like when they first started using computers.

Ināra Kandere, a teacher's assistant, says her daily habits haven't changed much. She still goes to Alūksne for medical services but handles most issues online. She sings in a choir and believes local events, like participating in "Smiltene's Tailor Days," reinforce a sense of belonging to the municipality. She wishes for outdoor cinema screenings in summer.

Vineta Meistere, deputy head of Dāvis Ozoliņš Ape Primary School, notes no major changes at school. Students are proud of their achievements in Olympiads and exams. She highlights the strong community – people are responsive and actively contribute to common causes.

Inuta Klaipa-Daukste, who works at Ape Union Administration and commutes from Alūksne municipality, observes that administrative borders don't determine belonging; what matters is where daily life happens. She praises local initiative: "They don't wait for someone else to do everything for them."

Before the reform, 222 Ape residents signed a petition opposing joining Smiltene, preferring Alūksne. Madara Neupakojeva, one of the signatories, admits they hoped for better but now must live with it. She says they haven't felt significant development or changes – most services are online, but medical care requires trips to Alūksne. Still, Ape is quiet and peaceful, and they often meet Estonians, reflecting its border location.

Overall, Ape residents emphasize that their community is strong and they take responsibility for its development, regardless of administrative changes.
