Latvia's consumer watchdog explains why a registered travel operator matters in emergencies

A registered operator is responsible for all services included in a package travel contract, even those provided by third parties.
The case of several Latvian nationals reported missing in Nepal has prompted Latvia's Consumer Rights Protection Centre (PTAC) to remind travelers why the registration status of a tour operator matters when things go wrong.
PTAC notes that in the event of natural disasters, such as floods, a traveler's safety cannot be guaranteed simply because a service provider holds a license. However, other unexpected situations can arise during a trip — missing a scheduled flight, needing hospital treatment, or other incidents — where an operator's registration status can significantly affect how such problems are resolved.
Why registration matters
The centre stresses that travelers should choose the services of a tour operator that is registered and falls under PTAC's supervision. Such an operator carries specific obligations — it is responsible for delivering all services included in a package travel contract, regardless of whether those services are provided directly by the operator itself or by other third-party providers.
This means that when dealing with an unregistered service provider, travelers facing an emergency may find it harder to obtain help or a resolution, since there is no clearly defined responsibility or oversight mechanism of the kind that applies to registered operators.
PTAC urges travelers to verify the status of their chosen service provider before departure, so that in the event of an unforeseen situation, it is clear who bears responsibility for resolving it.
