Raivis Melnis: National Defense Service Model Works but Needs Improvement

Defense Minister Raivis Melnis stated that the National Defense Service (VAD) model is functioning, but improvements are needed to maintain soldier motivation, such as allowing work with new technologies and industry cooperation.

Defense Minister Raivis Melnis expressed satisfaction with the organization of the National Defense Service (VAD) but noted that it can be improved. In his view, the key is to maintain a high level of motivation so that soldiers volunteer for service voluntarily.

He mentioned that soldiers should be given the opportunity to work with new technologies, involving the industry. This would help them explore potential career paths and education in the field.

The July intake this year saw 1,784 applicants – the largest number of volunteers in the history of the service.

According to plans, VAD will reach full capacity by 2028, with 4,000 soldiers undergoing 11-month military training, up to 2,000 soldiers training in the National Guard's five-year program, and up to 500 in reserve officer training.

The National Armed Forces will have a total personnel of 61,000, with 31,000 maintained in peacetime. This includes 4,000 VAD soldiers (11-month service), 8,000 professional soldiers, 12,000 National Guard members, and 7,000 high-readiness reserve soldiers called up annually for training. The remaining 30,000 are general readiness reservists, whose skills are maintained through training every four years.
