Regional Libraries in Latvia Transforming into Community Hubs
Regional libraries across Latvia are evolving into multifunctional community centers, offering digital skills training, creative workshops, and cultural events, thereby reducing social exclusion and strengthening local communities.

In many Latvian parishes, cultural houses have closed and stages have fallen into disuse, but libraries have become the primary gathering places. Representatives from the Ogres Central Library and the Dobeles Novads Central Library emphasize that libraries are no longer just book repositories – they have transformed into social centers where people learn, meet, and develop skills.
Diāna Cerbule, chief librarian at the Dobeles Novads Central Library, notes that libraries offer computers, internet, digital literacy training, creative workshops, exhibitions, and events. Children can engage in reading promotion activities, games, and technology exploration; adults can attend author meetings, lectures, and masterclasses. The library has become a place where people feel a sense of belonging to the community.
Contrary to stereotypes, libraries are visited by people of all ages – children, youth, families, working adults, and seniors. Each group finds suitable activities. While seniors are active readers, children and youth also use library services regularly, especially for study and leisure activities.
Digitalization has expanded access to information, but the need for quality content selection has grown. Libraries help navigate the information space and provide reliable resources. Books remain important for developing thinking and imagination.
In the future, libraries will become even more multifunctional – centers for lifelong learning, digital skills, and cultural life. In smaller towns and parishes, the library is one of the most significant public institutions, ensuring access to information regardless of age or income. It reduces social exclusion, promotes education, and fosters community cohesion.
